Do I need a licence?

  • An HMO with five or more people forming two or more households: yes, mandatory HMO licence.
  • A smaller HMO inside an additional licensing area: yes, additional licence.
  • Any privately rented home inside a selective licensing area: yes, selective licence.

How to apply and what it costs

Apply on the Haringey Council website. Published fees: Selective licensing £705.84 per property for 5 years (Part A £411.57 on application, Part B £294.27 after approval); £50 off Part B for accredited landlords, £50 off Part B for EPC C or above, £75 off Part A per flat from the 2nd flat for 3 or more flats in the same block; Additional HMO licensing £1,411.68 per HMO (£641.48 on application, £770.20 before the licence is issued); Mandatory HMO licensing £1,411.68 per HMO (£641.48 on application, £770.20 before the licence is issued).

Penalties for letting without a licence

Failing to license is an offence carrying an unlimited fine on conviction; as an alternative to prosecution the council can impose a civil penalty of up to £30,000, and the council or tenants can seek a Rent Repayment Order of up to 12 months' rent. Enforcement follows the council's Private Sector Housing Enforcement Policy (March 2025).

What else to know about Haringey Council

  • The 2022 selective licensing designation was confirmed by the Minister for Rough Sleeping and Housing on behalf of the Secretary of State on 17 August 2022 and ends on 17 November 2027.
  • Selective licence applications without a valid EPC automatically receive a licence reduced by 1 year; the council can also cut licences by 1 to 4 years for issues such as council tax arrears or safety risks.
  • Paper selective licence applications are available but cost an extra £100; online applications go through propertylicensing.haringey.gov.uk and must include an EPC, EICR and gas safety certificate where applicable.
  • Haringey only accepts licence applications from non-UK residents if a UK-based managing agent signs a declaration agreeing to the licence conditions.
  • The council publishes a selective licensing zone map, a 20-page street list and an online address lookup to check whether a property needs a licence.
  • Selective licence processing takes approximately 90 days, according to the council's fees page.
